The federal government asked the Productivity Commission to examine the effects that policies and procedures favoring the direct employment of workers would have on the sector, particularly on the quality of care and the viability of providers.
The PC plans to publish a concept paper in March to guide submissions – due in April – before publishing a draft report – possibly in June – and a final report in September this year.
the job application in the elderly care sector responds to Royal Commissioner Lynelle Briggs’ recommendation that aged care services have policies and procedures in place to employ workers directly rather than using contractors.
The PC was asked to:
- examine employment models in elderly care
- examine the extent of the personal care and nursing workforce that is not directly employed by aged care providers
- take into account the wide range of functions within the sector, from low-level support such as shopping and gardening to high-level personal and medical care
- examine how different employment arrangements might affect:
- quality of care
- Consumer Choice
- job creation and workforce availability
- terms of employment
- worker preferences
- flexible and innovative care models
- provider accountability for care provided on their behalf
- care costs
- supplier viability
- explore any pre-requisites for personal care and nursing labor supply required prior to potential policies and procedures to prioritize direct employment
- consider whether new policies and procedures would impact other areas of care, such as disability and child care
- support analysis with modeling using quantitative and qualitative data.
Survey of informal carers
The federal government has also asked CP to examine the impacts of allow informal carers to take extended unpaid leave from their work to care for elderly people living at home.
The carers’ inquiry responds to the royal commission’s recommendation to examine the potential impacts of granting an additional right. The PC is required to provide a final report in early 2023.
